NVIDIA GeForce RTX 4070 Founders Edition – Technical Section / Specifications
The video card NVIDIA GeForce RTX 4070 use the new architecture Ada Lovelace and brings the observed improvements of its older sisters, the GeForce RTX 4070 Ti, 4080 y RTX 4090. The biggest change aside from rasterization improvements is a better RT core, as well as the inclusion of new technologies exclusive to GeForce RTX 40 graphics cards, such as DLSS Frame Generation, which is part of DLSS3.
In terms of specifications, the GeForce RTX 4070 offers 5888 CUDA cores (23.33% less than the RTX 4070 Ti) and 29 FP32 Shadow-TFLOPS, 184 fourth-generation tensor cores with 466 Tensor T-FLOPS used for artificial intelligence inference and DLSS .
In addition, it has 46 third-generation RT Cores capable of real-time ray tracing, with a power of 67.4 RT-TFLOPS.
As for VRAM, the RTX 4070 features 12GB of GDDR6X memory and various innovations discussed in our previous reviews.
During CES 2023, NVIDIA announced more news, announcing the faster adoption of DLSS3 (Frame Generation) a new technology that increases FPS above that seen with DLSS2 (Super Resolution). One of the main changes is that DLSS 3 can render entire frames instead of just pixels. According to the company, it works with an optical flow accelerator, game motion vectors, an AI frame-generating convolutional autoencoder, and a super-low latency pipeline using Reflex.
Besides, the complete portfolio of technologies and programs that benefit from hardware acceleration and the RTX ecosystem are a natural part of GeForce RTX 40 video cards.
New manufacturing process and more details – NVIDIA GeForce RTX 4070 Founders Edition
The new manufacturing process used with the new architecture Ada Lovelace es TSMC de 4nm* and the GeForce RTX 4070 features 35.8 billion transistors. Like the GeForce RTX 4090 and RTX 4080, the RTX 4070 also features a direct benchmark from NVIDIA, the Founders Edition. In addition, you can also find partner models (AIBs) for countries where the NVIDIA FE model is not marketed.
The 12VHPWR to traditional 8-pin PCIe adapter requires two 8-pin PCIe power connectors to power the video card.
NVIDIA recommends a 650W power supply or a power cable rated at 300W PCIe Gen 5 or the respective traditional PCIe cables.
For the GeForce RTX 4070, depending on the manufacturer's model (AIB) it may come with the 12VHPWR connector or one/two 8-pin PCIe connectors.

Synthetic and gaming benchmarks (1080p, 1440p, 2160p)
With the release and announcement of new generation video cards, we have to update our benchmark (once again). The best processor that we have in our hands to carry out the necessary tests is the processor Intel Core i9-13900K.
A statistic reminder...
Before detailing our configuration system, let's refresh a little what they are AVG FPS y 1% LOW.
AVG FPS (Average FPS): As the name says, it is the average number of frames per second within a specific sequence. It is the most used measure, but it does not detail the whole story, since there are FPS drops.
1%LOW: Within an entire frames per second dataset, the 1% LOW is the value equal to the lowest 1% within the frames dataset (of the specific sequence ordered ascending). In simpler terms, it is the frame where you see the FPS drop that exists within a specific sequence.
Also, we suggest you read any additional feedback about the gaming experience (jerks) that may or may not have existed during testing.
Benchmarks (GPU Benchmarks – Raster – 2023)
Our revamped test bed features the best processor we have in our inventory, the Intel Core i9-13900K. We use this processor, since it is the one that will generate the least bottleneck to the GPUs tested in scenarios where the limiter may be the CPU.
The focus is aimed at achieving 100% in the performance of the video card, NVIDIA GeForce RTX 4070 (Founders Edition).
Also, we've upgraded to Windows 11, but we've VBS disabled (Virtualization-Based Security), because in the middle of our tests, we noticed that it took considerable performance away in certain scenarios or generated stuttering.

NVIDIA GeForce RTX 4070 Founders Edition – Consumption, temperatures, noise
We start renewed with a new way of measuring the consumption of GPUs, using Furmark in 3840x2160p and test it for 15 minutes (30 minutes if it is a liquid solution). furmark stresses the GPU over what one would see of consumption in a normal game, but it is low in processor watts consumption.
This test is good for seeing maximum video card temperatures, as well as noise generated under this scenario. One could see 100-120 watts more consumption when gaming so take total system measurement as a reference.
As a "quick" rule, you can add 100w more consumption if you want support to choose a minimum power source suitable for the model (or be guided by what the manufacturer suggests).
Consumption – Starting our database again (RTX 4070 Founders Edition)
The consumption at Furmark of the NVIDIA GeForce RTX 4070 Founders Edition is 311 watts (all system). Remember that this test does little load on the processor, so take the values as a reference and it is a 100% direct stress on the GPU.
NVIDIA has improved performance over these generations, lowering power consumption thanks to TSMC's 4nm manufacturing process improvements*.
Maximum temperature – Furmark – RTX 4070 Founders Edition – Low temperatures
The maximum temperatures of the NVIDIA GeForce RTX 4070 Founders Edition are relatively low during Furmark. Unlike Founders Edition models of the past, which were not recommended due to their high temperatures or noise, the RTX 40 series FE is another story. The delta over room temperature is 42.8 degrees Celsius.
You'll probably see lower temperatures with models by NVIDIA partners, but for a Founders Edition, It is very good (low temperatures).
Now let's see how it goes in the other part of the equation, the noise generated.
Noise – Furmark –RTX 4070 Founders Edition – The Holy Silence
The NVIDIA GeForce RTX 4070 Founders Edition is the quietest card tested so far (database to be expanded). According to the measurement, it reported only 43.1 decibels counting the ambient noise from the room where I test video cards. Normally, the room with absolute noise has a level of 37 decibels.
This feature is probably the biggest strength of the NVIDIA reference model.
Final Analysis – Almost* a GeForce RTX 3080, costing $100 less
The biggest headline you're likely to see in various GeForce RTX 4070 reviews will be…
"Performance similar to or slightly better than an RTX 3080."
This holds true at 1080p… As we've already seen on other GeForce RTX 40 cards, performance at 1440p and 2160p resolutions is reduced. At 1080p, the GeForce RTX 4070 has a performance of -1.82% compared to the RTX 3080. At 1440p, this drops to -5.69% and -10.10% at 2160p. Be careful, we are talking about only rasterization.
DLSS3 is another story and the scale that Frame Generation offers to users is attractive. if one plays titles with said technology.
Now let's see how the new NVIDIA GeForce RTX 4070 graphics card compares to various cards already released on the market.
NVIDIA GeForce RTX 4070 Versus – 1080p, 1440p, 2160p (Raster)
Rasterization has a while longer, for two reasons... While there are more and more games with rescaling options on PC, several older titles simply won't have such an option. Like NVIDIA, I believe that the GeForce RTX 4070 is positioned to deliver one of the best possible experiences a graphics card can deliver at 1440p.
At 1080p, the GeForce RTX 4070 performs -15.45% less than a mildly OCed RTX 4070 Ti out of the box, not a wide margin. The RTX 4070 Ti's advantage increases at 1440p and 2160p, offering -18.51% and 17.21% less performance at the mentioned resolutions.
I have already mentioned the performance of the RTX 4070 against the RTX 3080. They have a close at 1080p, but this moves away when going up in resolution.
NVIDIA GeForce RTX 4070 ($599) Versus | |||
| 1080p | 1440p | 2160p |
ASUS GeForce RTX 4070 Ti TUF OC ($850) | -15.45% | -18.51% | -17.21% |
NVIDIA GeForce RTX 3080 Ti ($1199) | -7.78% | -12.71% | -17.78% |
NVIDIA GeForce RTX 3080 ($699) | -1.82% | -5.69% | -10.10% |
NVIDIA GeForce RTX 3070 ($499) | 25.55% | 25.20% | 22.55% |
NVIDIA GeForce RTX 2080 Super ($699) | 46.78% | 46.28% | 46.50% |
NVIDIA GeForce RTX 2070 Super ($499) | 66.26% | 51.48% | 51.17% |
EVGA GeForce GTX 1080 Ti FTW3 ($749) | 68.95% | 67.81% | 64.06% |
EVGA GeForce RTX 3060 Black ($329) | 88.65% | 90.60% | 89.87% |
Mediocre generation change in rasterization, considering the price…
If we compare the generation change between the GeForce RTX 4070 (12GB) against its predecessor, the RTX 3070 (8GB), it turns out to be mediocre in rasterization if we consider the price. There has been a 20.04% price increase ($100 extra) offering 25.20% more performance. Instead, the generational leap from an RTX 2070 SUPER to an RTX 3070 was 23.35% more FPS in rasterization, maintaining the same MSRP price.
There is a fine detail, which will have more and more weight and that is, the increase that DLSS3 will offer and frame generation when more games adopt this technology.
To whom we recommend the change… 1440p users with GeForce RTX 2080/2070 Super
Users coming from an NVIDIA GeForce RTX 2080 Super or 2070 Super will gain the most from migrating to an RTX 4070. In today's mainstream raster tests, the GeForce RTX 4070 performs 51.48% better than the RTX 2070 Super in 1440p, but with a price increase of 20.04% more.
In addition, it comes with an additional 4GB of VRAM, an aspect that has generated quite a bit of debate lately. 12GB of VRAM is welcome and if you're a consumer of recent AAAs PC games and playing at 1440p, this factor is going to be important.
Do not forget that all video cards Ada Lovelace (RTX 40 series) comes with DLSS3 which includes frame generation, which further increases FPS above what one gets with DLSS2 (RTX 30/RTX20 video cards).
It is worth mentioning that all this added performance brought by the GeForce RTX 4070 comes with consumption 190w de TGP on average, less than GeForce RTX 2080/2070 SUPER. In other words, a change of power source will not be necessary.
And the tests of Ray Tracing and DLSS?
I'm waiting for the RTX 4090 y RTX 4080 come back so that benchmarks can be redone with games that already have said technology (Cyberpunk 2077, A Plague Tale: Requiem, F1 22, Spiderman Remastered, etc.).
Waiting several months already 😉
Final Opinion – GeForce RTX 4070 vs RTX 4070 Ti, Price/Benefit Rules
While the 4070 Ti we have in hand is the ASUS GeForce RTX 4070 Ti TUF OC that comes slightly overclocked out of the box, I'll take its fictional cost to be $799 (its actual cost is $850) to match the price. MSRP of a “reference” model RTX 4070 Ti.
The GeForce RTX 4070 Ti costs 33.39% more than the RTX 4070, offering only 22.71% more performance. Cost/benefit fans will find the GeForce RTX 4070 to be a better value and the clear price/benefit winner between the two.
Addendum – Cost per FPS – Despite the lackluster generation change, it is crowned as the price / benefits leader (removing the RTX 3060 Ti from the equation)
There will always be users who are fans of the cost per FPS (price / benefit) so we bring it to you in a "chewed" way for your respective analysis. Of all the cards we've tested, the graphics card that ends up being price/benefit is the GeForce RTX 4070. We look forward to getting our hands on the RTX 4090 and 4080 Founders Edition, to retest both rasterization, DLSS3, and Ray Tracing.
The GeForce RTX 3060 Ti is next on our list of tests, which probably be a strong contender in this department, although It doesn't even have DLSS3 and it only has 8GB of VRAM.

Annex II – Calculating inflation in the increase of the MSRP price (RTX 4070)
One of the “perks” of having studied economics is knowing about inflation. In this way, we can know how much the purchasing power of a security X has fluctuated (in this case, US$ 499 in October 2020) in current terms (as of today). For this, the CPI (Consumer Price Index of the United States) is used as a base.
The CPI (English) or IPC (in Spanish) is the:
“The Consumer Price Index (CPI) is a measure of the average change over time in the prices paid by urban consumers for a shopping basket of consumer goods and services.”
What we will do is adjust how much US$ 499 (US dollars) would be worth brought to date with the most recent data, from the month of March 2023.
Please note that the NVIDIA GeForce RTX 3070 was released in October 2020.. In simple terms, we will adjust $499 at the time point (October 2020) to March 2023. The answer is…
US$ 578.43 American dollars.
If we look at the current price of the GeForce RTX 4070 (US$599) there is an increase of 3.56% compared to US$499 (value of the GeForce RTX 3070, October 2020) adjusted to the current value (inflation included).
In short, inflation has been brutal these years due to different factors; both political and economic.
If we take this into consideration, there is a 25.20% improvement compared to its predecessor NVIDIA GeForce RTX 3070 with a price increase of 3.56% (adjusted for inflation).
This last measure puts the GeForce RTX 4070 in much better eyes in terms of generational change. Unfortunately, most of the public will not take inflation as a relevant factor at the time of their analysis.
